Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.
Lifelong Learning Access Policy
Universitas Indonesia, as a higher‑education institution committed to realizing the Three Pillars of Higher Education (Tridarma Pendidikan Tinggi), is dedicated to providing broad and equitable access as well as high‑quality education and teaching. To fulfill this mission, Universitas Indonesia has implemented policies to ensure that everyone, regardless of age, religion, ethnicity, race, gender, disability status, socio‑economic background, or education level, has access to lifelong learning resources. This commitment is enshrined in:
Universitas Indonesia’s Rector’s Regulation No. 4 of 2024 on the Code of Ethics and Code of Conduct
Through this regulation, Universitas Indonesia prohibits discrimination on any grounds against other UI members and/or other parties for all UI citizens and forbids organizing academic or other activities based on discriminatory criteria such as ethnicity, religion, disability status, gender, etc. This ensures that every member of the Universitas Indonesia community enjoys a safe and inclusive learning environment.
Universitas Indonesia’s Rector’s Regulation No. 6 of 2016 on the Implementation of Distance Education
This regulation states that the purpose of implementing distance education is to provide higher‑education services to groups who cannot attend face‑to‑face or regular programs and to expand and simplify access to higher‑education teaching and learning. This ensures that students have equal access to learning at Universitas Indonesia.
Universitas Indonesia’s Rector’s No. 1 of 2024 on the Implementation of Undergraduate Programs
This regulation details various aspects of undergraduate study programs, including distance learning, student exchange, double degree and joint degree programs, and measures to address and prevent students from dropping out. The existence of this regulation ensures students as well as lecturers are informed of their rights and responsibilities in the implementation of an undergraduate program.
Universitas Indonesia’s Rector’s No. 2 of 2024 on the Implementation of Master’s Programs
This regulation details information on master’s study programs, including distance learning and matriculation. Through this regulation, students and lecturers are made aware of their rights and responsibilities in the commencement of a master’s program.
Universitas Indonesia’s Rector’s No. 3 of 2024 on the Implementation of Doctoral Programs
This regulation provides details on doctoral study programs, including distance learning, matriculation, and regular meetings with supervisors. This ensures that students and supervisors are both aware of their rights and responsibilities in the implementation of a doctoral program.
Public Resources: Online Resources, Facilities, and Courses for the General Public
The Universitas Indonesia Library is a principal support unit for academic activities (learning, teaching, and research) housing approximately 1.5 million items across the central UI Library and several faculty libraries. As a core resource for teaching and research, the UI Library continually expands its holdings, subscribes to a wide range of online databases, upgrades its systems, and delivers high-quality services to users. Today, the UI Library serves as a reference library for higher education institutions in Indonesia and acts as a trendsetter in national library development.
The guiding principle of UI Library is that the library is the most open and democratic public space for the entire UI community; a place to explore knowledge and cultivate scholarship that is ultimately shared for the benefit of humanity. To uphold this principle, the library provides a comprehensive suite of services and facilities.
In addition to these services, Universitas Indonesia’s computer room, nicknamed Kebun Apel, is also open to the general public for free. However, the UI Library is only one of our many campus facilities that the general public can enjoy. Universitas Indonesia is also known for our jogging tracks and biking trails as well as other scenic spots and sports facilities that are open for the public to enjoy. Additionally, Universitas Indonesia also provides rooms and venues to be rented and/or loaned for events.
To further strengthen our commitment in providing quality education for all, Universitas Indonesia has established the Directorate for Development of Digital Education (DPPD) to manage our online resources.

OCW is a platform providing lecture materials from various experts at Universitas Indonesia that are freely accessible to learners, regardless of time and location. They are available online and can be accessed and downloaded anytime, anywhere.
Open Courseware is available on the website ocw.ui.ac.id.

OVIS is an online learning platform that is easily accessible to the general public from anywhere. OVIS offers opportunities for the UI campus community to collaborate on educational video content development.
Open Contents is available on the website ovis.ui.ac.id.
DPPD has also launched a Pre-University program, an online preparatory program for high school students and gap‑year graduates that offers 12 courses from 9 faculties that students can choose from. Upon completion, this program provides certificates that may be recognized as academic credit if participants are later admitted to Universitas Indonesia. This program is hosted on Universitas Indonesia’s Massive Online Open Courses (MOOCs) platform, idols.ui.ac.id.
Public Events
In pushing for the realization of quality education for all, Universitas Indonesia recognizes the importance of public outreach. To address this, we host educational events on campus which are open for the general public. The following are a few examples of the events we have hosted during 2024.
Vocational Training Events
In addition to educational events, Universitas Indonesia also believes that vocational training for the general public is just as important. Our faculties consistently try to provide vocational training for those in need of it in accordance with their discipline.
In the Vocational Education Program, the Records and Archives Management study program partnered with the UI Vocational Family Women’s Association (IWK) to hold a Family Archives Management Training on June 30, 2024. The workshop explained the importance of preserving family records and demonstrated practical techniques for organizing and filing documents, offering hands-on assistance and a forum for students and lecturers to exchange knowledge and skills. This training reinforced the mandate of Law No. 43 of 2009 and stressed that well‑managed family archives protect legal rights and family welfare, improve document security and accessibility, and support disaster resilience in Indonesia’s hazard‑prone context. Participants left with practical filing skills, greater capacity to safeguard household records, and strengthened community engagement and experiential learning for vocational students.
On August 14, 2024, the Faculty of Engineering partnered with Supply Chain Indonesia to deliver a free, one-day training on urban transport and city logistics for municipal transport officials. This training was organized as part of the Faculty of Engineering’s community service program aiming to strengthen the basic competencies of human resources in the nation’s urban transport and logistics agencies, as well as supporting more efficient and effective goods distribution in Indonesia’s major cities.
This event brought together 12 participants from various regional transportation agencies and the Greater Jakarta (Jabodetabek) Transportation Management Agencies. During this event, participants were given the opportunity to listen to lectures as well as to participate in practical sessions aimed at building skills in managing urban freight operations and planning.
Educational Outreach Events
As part of our commitment to the community, Universitas Indonesia has consistently hosted educational outreach events over the years. Our faculties implement knowledge from their respective disciplines into real-life tools and methods to improve lives not only in our surrounding community, but in Indonesia as a whole.
On September 29, 2024, The Faculty of Mathematics and Natural Sciences delivered i‑Share (Innovative Tsunami Hazard Education), a hands‑on tsunami preparedness outreach event in Desa Umbul Tanjung, Serang, using demonstrations, role‑playing, and low‑cost teaching aids to train teachers, scout leaders, Regional Disaster Management Agency (BPBD) staff, and local residents. The program partnered with local agencies to build community capacity, support school integration of disaster education, and provide practical learning opportunities for students and lecturers.
On November 22, 2024, the School of Environmental Sciences (now the Graduate School of Sustainable Development) conducted a community outreach program at SDN 1 Bojong Rawalumbu in Bekasi. SIL taught third-grade students how to manage multilayer carton waste through interactive demonstrations and crafting activities. This program combined practical sorting, reuse projects, and teacher-ready exercises to build environmental awareness early on as well as scalable school-based waste management practices.
